Yeah, that's JUST the thought I had {roll eyes}. You don't think that maybe, y'know, reforming the prison system so that we don't imprison more of our citizens than, say, Iran, would be a more fruitful reaction? That perhaps we'd all be better off if prisons were a place where reform instead of recidivism was propagated. I suppose defining rape as cruel and unusual punishment is a start.</description>

		<description>It's also interesting (according to an FBI briefing I attended) that the major locus of home-grown terrorism is the U.S. prison system. With the highest percentage of adult population in the system of ANY country in the world (with the possible exceptions of China and South Africa), the prisons are proving to be fertile ground for recruiting terrorists of all stripes. Several "cells" have even been HQ'ed in prison. Most of the FBI's "stops" of terror incidents (such as the recent attempted bombing of synagogues in NYC) have involved individuals trained and organized in prison. Scary thought, and a reason to make sure that GITMO prisoners are kept far away from general prison populations.</description>
